The consultation aims to institutionalize participatory budgeting by engaging Non-Governmental Organizations (NGOs) and Private Organizations (POs) to give eedbacks on PAPs of various implementing agencies and engage civil society organizations, NGOs, and the private sector in evaluating the effectivity of programs and project of agencies.

Moreover, it also enhances policy-making, planning, and investment programming functions of the RDC through evidence-based decisions in allocating budgets to regional programs, projects and activities.
