Transitioning from manual logbooks and paper-heavy workflows to a streamlined digital ecosystem is no longer just a distant goal for local governments in Capiz. To accelerate this digital shift, the Department of Science and Technology Western Visayas (DOST Western Visayas), through its Capiz Provincial Science and Technology Office (Capiz PSTO), conducted the Smart and Sustainable Communities Program (SSCP) Technical Working Group (TWG) Trainer’s Training.
The two-day intensive training capacitated TWG members and representatives from the local government units of Roxas City, Sigma, Panay, and the Capiz Provincial Government on the end-to-end operationalization of the SmartGov system under the SSCP.
In his opening message, Capiz PSTO Asst. Provincial S&T Director Mr. Ryan Vilmor J. Dumpit highlighted the agency’s dedicated push for local digital adoption: “We’ve been conducting and promoting SmartGov a long time ago, but this is the first time that we are aggressively training our LGUs, specifically for our SSCP project.”
Led by the DOST Western Visayas Information and Communications Technology Office (ICTO), Head of ICTO Mr. Garry T. Balinon, alongside DOST Western Visayas staff Engr. Lord Oliver Gallego and Mr. EJ Prince Sevilleno, guided the participants on system initialization tasks like creating organizational structures, encoding geofences, and setting up attendance schemes, followed by service integration tasks such as encoding internal and external LGU services. Participants also explored features like enrolling face recognition data, processing travel orders, and managing customer satisfaction feedback.
Emil M. Batuigas from LGU Sigma highlighted the system’s broader utility, “Daku gid ini nga bulig ang SmartGov kay daw paperless na ang transaction. At the same time daw daku gid ini guro nga bulig para sa mga LGUs kung ma-gamit gid ni maayo kay ma-lessen ang trabaho sang mga employees.” [SmartGov is a huge help because transactions become paperless. At the same time, this will probably be a great help for LGUs if it’s used properly because it will lessen the workload of the employees.]
DOST Capiz Provincial S&T Director Ms. Juafe M. Abareles officially closed the program, issuing a strong call to action for the participants to champion the technology back in their respective offices: “We appreciate your active participation in our trainers’ training. Kamo na na ma-train sa inyo mga kaupdanan sa munisipyo kag sa probinsya, gusto ta efficiency para mas madamo pa gid kita mahatag nga public service,” [We appreciate your active participation in our trainers’ training. You will now be the ones to train your colleagues in the municipalities and the province, (because) we want efficiency so we can deliver even more public service,] Abareles emphasized.
Through this initiative, the provincial government and LGUs in Capiz mark a significant stride toward modernizing administrative workflows. By empowering local champions with the knowledge to implement SmartGov, DOST Western Visayas and the local government units across the province of Capiz are building a foundation for transparent, paperless, and people-centered public service.
